The MPFA set up the Non-Compliant Employer and Officer Records (NCEOR) in May 2011 to further enhance the deterrent effect on non-compliant employers and officers as well as to increase the transparency of MPFA's enforcement actions. Using NCEOR, members of the public can view and search for information on employers and officers with MPF non-compliance records resulting from legal proceedings initiated by MPFA. The NCEOR comprises two parts:

Contains records of both criminal convictions and civil awards/judgments in connection with the violation of the Mandatory Provident Fund Schemes Ordinance (MPFSO) by employers (including limited companies and individuals such as sole-proprietors or partners) or their officers. | Contains records of repeat offenders. Employers and/or their officers who have been convicted of offences under MPFSO on two or more occasions will be shown under this section. |
If an employer or an officer has no further MPF non-compliance issues (including any substantiated MPF non-compliance investigation record that may not have resulted in civil or criminal proceedings) within five years of the last posted record, all past non-compliance record(s) of the employer or officer will be removed from NCEOR at the end of the next relevant month.
Members of the public may search NCEOR by date range, company name or business registration number.
